The draft bill would set economy-wide greenhouse gas (GHG) emissions reduction goals of 17 percent below 2005 levels by 2020 and 42 percent by 2030 and 83 percent by 2050. US Congress Focuses on Climate Policy: IHS CERA Assessment of Transformative GHG Targets
The American Clean Energy and Security Act of 2009 (HR 2454), which passed the US House of Representatives in June 2009, and the US Senate’s draft introduced in September 2009 seek to transform the US energy sector to a low-carbon infrastructure. IHS CERA analyzed HR 2454 to determine the effects on the US energy sector, greenhouse gas (GHG) emissions, and energy prices. --10/9/2009
