Reopening for Business? Russia's Debate Over Foreign Investment in Strategic Sectors

Over the past six months Russia’s leaders have expressed new interest in attracting foreign direct investment into the oil and gas sectors. A review of the restrictive laws and procedures put in place between 2004 and 2008 is likely to lead to a series of ad hoc exceptions to the existing rules, designed to attract foreign investors to specific high-priority projects.
